    10-15-2010 The Central Committee(中央委员会) of the Communist Party of China is to meet in Beijing. Members will discuss proposals for the country's 12th Five-year plan and the term "inclusive growth" is expected to be the new buzz word.
    The concept was created and first advocated(提倡,主张,拥护) by the Asian Development Bank. President Hu Jintao has recently made some remarks on inclusive growth, triggering speculation1 that the government is refining its development strategy to include the concept.
    According to President Hu Jintao, inclusive growth means to spread the benefits of economic globalization(经济全球化) among all countries and regions and people for balanced economic and social progress through sustainable development.
    In a domestic context, it means allowing all people in China to enjoy higher living standards by means of encouraging economic growth.
    During the past five years, China's economy has witnessed explosive growth. But behind that momentum2 is a range of economic and social problems. The most obvious is the ever increasing gap between the rich and the poor.
    The World Bank estimated China's Gini coefficient, a main gauge3 of income disparity, surged to 0.47 in 2009, exceeding the warning line of 0.4. Three decades ago it was below 0.22.
    That's why observers believe the 12th five year plan will focus on redistribution of wealth and increase the earnings4 of low income families.
