 November 29th,a bustling1 market in the Syrian city of Rehub. In one moment,customers were buying fruits and vegetables. The next moment, an explosion. Witnesses say the bodies were mutilated, decapitated. That's according to Amnasty International,studying videos like this one which CNN can not independently verify.

  Three missile hit that area. Forty-nine civilians3 were killed, and there was no evidence of a military target.
  A new report from Amnasty International says the Russians have killed at least two hundred civilians in Syria since the military campaign began in september, striking homes, medical facilities and this mosque4 with unguided bombs.
Those attacks may amount to war crimes because they appear to be attacks directly hitting civilians or civilian objects.
And being disputed by the Russian government, but Amnasty cites videos like this one as evidence that Russia is dropping cluster bombs which contain dozens of smaller bombs.
When they fall, sub  , little bomblets are left behind and in many cases, don't explode. So they effectively become landmines5 for,and in many conflicts where they have been used, Childrens and other civilians have picked them up in months and years to come.
Amnasty does not accuse Russians of purposely targetting civilians, and Amnasty officials telling CNN they may have got bad intelligence on some targets. Analists say the Cr  developed techniques of waging war that don't take civilians into account as much as other nations do.
  they do not put much though into how to avoid civilian casualties and they are willing to accept the collateral6 damage that would argue looking at how it fought historically. It's about encircling and bombarding. And when encircle and bombard,civilians would get killed.
  In a Moscow theatre in 2002 and at a school in Besla Russia in 2004,terrorists held hundreds of innocent people hostages. In each case, Russian forces went in and killed almost all of the attackers. But many of the hostages, including nearly 200 children at the school also died.
  There is a view that destroying the enemy is your first priority. But tonight Russian officials are responding forcefully and very angrily to the Amnasty report. The Russian defence minister called the report groundless, full of cliches and lies. Russians deny using cluster bombs.They say their airstrike are pinpoint,only hitting terrorists .And they say it is not just them, pointing out that US forces bombed innocent civilians as well in the fight against ISIS.
