The AP has learned President Bush plans to reduce American troops in Iraq by about 30, 000 next summer. Bush is expected to make the announcement in a televised address probably this week.

When he returned he was in a wheelchair with a spit guard, but erupted again in an obscenity-laced tirade⁷. This time deputies put him back in his holding cell.
