The Mongolian President is in Beijing for a state visit to China from Monday to Wednesday.

ReporterDuring his talks with Elbegdorj, President Xi says the current bilateral3 relationship is the best ever in history.
"China and Mongolia are good neighbors, good friends and good partners. The bilateral relationship between the two sides is at historical best. Both sides attach great importance to the bilateral ties, which is always put in an important place in both countries' foreign diplomacy4. We are willing to make efforts to promote further development of the comprehensive strategic partnership5 between the two countries so as to benefit both peoples."He adds that the development of the comprehensive strategic partnership is in the common interests of the two sides and has won support from both peoples.
The partnership was established last August after President Xi made a state visit to Mongolia.
For his part, Elbegdorj says Mongolia is ready to increase interactions with China in multiple areas to enhance mutual6 trust and reciprocal cooperation.
China and Mongolia have reached consensus7 on conjoining China's Silk Road Economic Belt initiative with Mongolia's Steppe Road plan, an infrastructure8 construction proposal aimed at boosting the Mongolian economy through trans-border transportation.
Ruan Zongze, a professor from China Institute of International Studies, says the rapid interaction between the two sides reflects their willingness to promote cooperation.
"The mutual trust between China and Mongolia has been enhanced. China respects Mongolia's independence, sovereignty and territorial9 integrity as well as the development path chosen by the Mongolian people on their own; this will make the Mongolian side feel assured when developing ties with China. I think the mutual trust has further promoted the development of bilateral ties."Chen Fengying with the China Institute of Contemporary International Relations says that a complementary economic and trade partnership plays a key role in making bilateral ties closer.
"Both the infrastructure and advantages of the two countries are complementary to one another. Mongolia has abundant resources while China has huge market demands and manufacturing industry which Mongolia also needs, laying a complementary foundation for the bilateral cooperation."After the talks, the two leaders witnessed the signing of a string of cooperation documents.
Elbegdorj is paying a state visit to China which has already taken him to Xi'an, capital city of northwest China's Shaanxi Province.
This is his second trip to China this year, after his last visit in September to attend the commemoration marking the 70th anniversary of the victory of Chinese People's War of Resistance against Japanese Aggression10 and the World Anti-Fascist War.

Chinese President to Address APEC Economic Leaders' MeetingAnchorPresident Xi Jinping is going to address the upcoming APEC meeting in the Philippines, elaborating on Chinese policies and views on cooperation.

ReporterThe meeting will be held in Manila from November 17th to the 19th.
Chinese Vice13 Foreign Minister Li Baodong says Xi Jinping is expected to address the meeting and talk about the achievements made at APEC meeting in Beijing last year.
"He will deliver an important speech at the meeting, elaborating on our policies and ideas on cooperation in the Asia Pacific region, introducing the implementation15 of the achievements made at APEC Beijing, and expounding16 policies and measures on comprehensively deepening reform and promoting economic transition and upgrading in line with the proposals of the 13th five-year plan."Specific topics of the meeting will include regional economic integration17, small and medium enterprises, human resources, and sustainable development.
A leaders' declaration will also be issued during the APEC meeting.
Wang Shouwen, Chinese vice minister of commerce, says China has three ideas to promote Asia-Pacific economic cooperation.
"The first is to actively18 promote the establishment of an Asia-Pacific free trade area. The second consideration is the comprehensive launch of the connectivity and cooperation on a global value chain and supply chain. The third is that we expect the APEC members to send positive supportive signals to the WTO Multilateral Trading System and push forward the successful conclusion of the Doha Round talks."Apart from the APEC meeting, Xi Jinping will also attend a series of other activities.

China Hopes Philippines Makes Wise Choice on South China Sea Issue: FMChinese foreign minister Wang Yi has said China hopes the Philippines can make a wise choice in seeking a solution to the South China Sea dispute.
"It is a deadlock21 impeding22 China-Philippines ties from being improved. We do not want to see it getting worse, becoming a problem that defies a solution. The key to solving this depends on the Philippines' action, as it should undo23 what it has already done. We hope the Philippines can make a wiser choice on this issue."Wang made the comment on the sidelines of his meetings with the Filipino president and secretary of foreign affairs in Manila.
He said the current situation in China-Philippine relations is not what the people of both countries expect to see and is jeopardizing24 the interests of the Philippines in the long-run.
Wang added China hopes to reestablish a normal, stable, and healthy bilateral friendship with the Philippines and put China-Philippines relations back on the track of healthy development as soon as possible.
Wang Yi also said the upcoming APEC mmeting to be held in the Philippines is important to Asian countries as it helps promote cooperation among developing countries in the region.
"Successfully holding this summit is a good thing for Asia as a big family, as well as for further strengthening the ties and cooperation among developing countries. China Urges US to Ratify25 IMF ReformChina's central bank says it is teaming up with other countries to urge the United States to ratify IMF reform.
The move comes ahead of President Xi Jinping's attendance at the G20 summit in Turkey and the APEC summit in the Philippines.
Zhu Jun, with the International Department of the People's Bank of China says China will try its best to protect IMF's legality and effectiveness.
"Everyone is probably quite clear the main issue is the IMF share reform issue. This share and administration reform proposal was passed in 2010 but has never been implemented26 because of the U.S. Congress. Over the past few years China, together with one other country, has been urging the U.S. to pass and implement14 this reform proposal, and we call on all sides to do the utmost to protect the IMF's reputation, legality and effectiveness."The identities of the countries China hopes to work with have not been revealed.
China has long urged the US Congress to adopt reforms to give emerging markets a bigger say at the IMF.
Chinese Premier Stresses Reforms, RestructuringChinese Premier Li Keqiang has stressed further reforms and restructuring in China's economy through creativity and innovation.
He made the remarks when meeting with economists27 and heads of several enterprise areas on Monday.
"We just concluded the fifth plenary session of the 18th Central Committee of the CPC. The core target of China's 13th five-year plan is to complete the building of a moderately prosperous society in all respects. That means by 2020 our per capita GDP will reach 12,000 US dollars. We are determined28 to reach the goal and overcome the middle income trap."Li Keqiang stressed innovation should be put at the core of state strategies. Reforms are needed in particular to innovate29, spur market energy and boost creativity.
He noted30 that new development ideas must be carried out to ensure the economy can run within a reasonable range and achieve medium-high growth.
The Chinese Premier also urged reasonable tax cuts to help enterprises overcome difficulties.
Two-child Policy to Add 30 Million to Labor11 Force by 2050A Chinese health official says the new two child policy will yield a 0.5 percentage point boost in economic growth and add an additional 30 million new members to China's workforce31 by 2050.
Wang Pei'an, deputy director of the national family planning commission, says about 90 million families may qualify for the new two-child policy.
"We estimate that the policy will see a surge in births in a short time. Among the couples who are expected to conceive a second child under the new policy, 76 percent will be urban citizens. The total population will increase slightly and is expected to reach its peak value of 1.45 billion in 2029."Wang adds that the policy is expected to alleviate32 the pressure caused by an aging society.
Wang says further measures will be taken to help the implementation of the two child-policy.
"Public service resources like nurseries, kindergartens, public schools and social insurance will be properly reallocated. We will also cooperate with relevant departments to improve the policies on paid maternity33 and paternity leave, and to better guarantee women's employment rights."According to Wang, the two-child policy will be implemented after the law is reviewed by the National People's Congress, China's top legislative34 body.
AIIB to be Governed by New International StandardsAnchorA series of agreements connected to creating new guidelines for the Asian Infrastructure Investment Bank have been signed during the ongoing35 BFA Financial Cooperation Conference.
CRI'S XYee has the details.
The three-day Boao Forum36 for Asia, BFA, Financial Cooperation Conference kicked off in London on Monday.
More than 400 government officials, business leaders, and experts from 22 Asian and European countries and regions are taking part in the event.
One issue highlighted during the conference is creating guidelines to support the operation of the newly created Asian Infrastructure Investment Bank.
AIIB governor-elect Jin Liqun emphasizes that the new guidelines should be based on international standards, instead of ones used by Western countries.
"I think in order to create the best guidelines and principles for a healthy AIIB, we need to gather experience from both developed countries and developing countries. China's own experiences also matters a lot. Based on these experiences, we can then develop a new set of guidelines to follow."The new AIIB guidelines also establish a "zero tolerance37 to corruption38" policy for the bank. It also requires the bank to build a supervision39 department, in which an executive will be designated to be responsible for monitoring the works of high-level officials.
The new guidelines also include many new policies connected to management and operation.
"We do not have a permanent board of directors in the AIIB. And the duty of our Board is clearly separated from other management departments. This is what several multilateral financial institutions want, but can hardly change due to their old structure. Also, to lower the cost, we decided40 not to set local offices."Meanwhile, AIIB is also going to work with the European Bank for Reconstruction41 and Development to boost economic cooperation in European countries.
The cooperation will mainly focus on infrastructure development including electric power, transportation and water supply.
Jin says these areas are what European countries need most.
The AIIB is expected to start operation by the end of this year.
The ongoing London conference is a post-crisis serial42 conference organized by the BFA that aims to facilitate regional and inter-regional financial cooperation.

Brazilian Dam Failures Impact Local EnvironmentTwo dam failures in southeastern Brazil have created disastrous43 environmental and health effects for local residents.
The dams burst last Thursday at the Sarmaco iron ore mine in Minas Gerais State. Mud and toxic44 waste water from the bursts are now impacting cities more than 300km downstream.
Health officials are warning residents who came in contact with the mud to throw out their clothing. Biologists say the environmental impact may be permanent, especially for local fisheries and farms.
Four deaths have been confirmed. Rescue workers are still looking for 22 people who remain missing.
Merkel Praises Former West German Leader SchmidtGerman Chancellor Angela Merkel paid tribute to former Chancellor Helmut Schmidt, who died at home in Hamburg on Tuesday.
Merkel described him as a "political institution".
Schmidt, who led West Germany from 1974 to 1982, guided the country through economic turbulence46 and Cold War tensions.
After stepping down as a lawmaker in 1987, Schmidt devoted48 himself to working as co-publisher of the weekly newspaper Die Zeit.
He also continued to weigh in on Germany's political debates.
His lasting49 influence was underlined by the huge success of his 1987 memoir50, "People and Powers."Slovenia Will Build Technical Barrier to Stem Migrants: PMSlovenia government has announced that it will start building a barrier on the border with Croatia to limit the influx51 of migrants and refugees.
Prime Minister Miro Cerar explained that the technical barrier doesn't mean that Slovenia will close its border.
"The border remains52 open, but controlled, at these control points, and technical barriers that we are setting up there, will only have one purpose: to prevent the uncontrolled spread of migrants and refugees, and to direct them to reception points. The aim is to have a supervised flow of their entrance to Slovenia, and to reduce the number of those who we take care of here in Slovenia."About 30,000 people were on their way toward Slovenia and a large number of them could be stranded53 in the small Alpine54 state if neighbouring Austria restricts their flow to an average of 6,000 a day.
Nearly 170,000 migrants crossed Slovenia since mid-October when Hungary closed its border with Croatia and the flow was redirected to Slovenia.
An increased surge of migrants is expected across the Balkans as thousands were stranded in Greece last week due to a ferry strike that prevented them from leaving.
Funeral Held for Victim of Jordan ShootingA Jordanian man who was killed by a gunman near Jordan's capital Amman on Monday has been laid to rest.
Kamal Milkawi was among the five people killed in the shooting, which happened at a US-funded police training facility. Six others were injured.
Jordanian Interior Minister Salameh Hamad says his country has always been a target but it is resolved to face all aggressors.
"We always expect to be a target of any incident, but God willing this will be the last incident. To be honest, this is not a unique case, what happened is part of Jordan's history. This indicates that criminals will not let Jordan be. But Jordan is ready to face any hand that aims to shake its security."The gunman was identified as a police captain at the facility. His motive55 for the shooting was not immediately known.
Jordan is a member of the US-led campaign against Islamic State militants56 in neighboring Syria and Iraq.
Two of the victims were Americans. U.S. President Barack Obama has said he was treating the incident very seriously and that a full investigation57 was under way.
Vault58 Protects Seeds from Climate ChangeAnchorWhen world leaders gather in Paris less than twenty days later to negotiate a new agreement on climate change, one of their key concerns is the climate change's impact on global food crops.
And the Global Seed Vault - an underground store that gathers samples of seeds is to some degree helping59 ease their concerns.
CRI's Victor Ning explains why.
ReporterLocated on the Svalbard Islands in the Arctic, the Global Seed Vault is home to millions of seeds.
The facility is surrounded by permafrost and is naturally cooled to around -3 degrees Celsius60.
And the main vault is cooled even further to -18 degrees Celsius to guarantee that crops preserved here can survive for hundreds of years.
Michael Koch with the Global Crop Diversity Trust pays a rare visit to the facility.
"Here you have world agriculture in one room. 860,000 different types of accessions from more than 60 different institutions coming from virtually every country on earth."The labels on the hundreds of boxes give an indication of where they come from: the rice gene61 back in the Philippines, seeds from dry areas from ICARDA and maize62 from Mexico.
And new shipments are arriving all the time.
Cross-breeding allows scientists in gene banks to select specific traits and develop new climate-resilient crops as the need arises.
Koch says the vault plays a constructive63 role in cross-breeding so as to maintain crop diversity:
"You don't know what you're going need 20, 30, 50 years from now. Here you have the options for creating these better crops by using this diversity."Meanwhile, the UN's Food and Agriculture Organization plays a key role in defending crop diversity and food security.
Shakeel Bhatti, FAO Secretary at the International Treaty on plant genetic64 resources for food and agriculture, says the genetic heritage preserved in the vault will help to diversify65 crops:
"To produce climate-smart food crops, we will need to draw upon the genetic variability and the genetic traits that are conserved66 in the genetic variations and diversity of seeds that are now presently stored in seed banks, but also increasingly now in the Global Seed Vault in Svalbard."Seeds preserved in the vault are duplicates. In other words, they are back-ups in case gene banks fail.
And the vault has already proven its worth.
In September, precious seeds that were originally bred in war-stricken Syria were dispatched to Morocco and Lebanon to be duplicated to reconstitute stocks.

Private Jet Industry Thriving in UAEAnchorAirline bosses at the Dubai Airshow are saying that the private jet industry is on the up.
The air show often sees major commercial aircraft orders.
But this year it's the high-end business jets that are sounding the most confident about their ability to attract buyers.

ReporterBusiness aircraft maker47 Bombardier, based in Montreal, Canada, has brought an array of aircraft to Dubai, including its Global 6000 business jet.
Bombardier claims this 65 million US dollar aircraft was created to answer the needs of the most discerning, and wealthy, travellers.
Khader Matter is the company's vice president of sales in the Middle East, Asia Pacific and China.
"If you look at the market segment that we have, it's obviously the royal families that use it for their travels and then you have the wealthy families that like to travel with their family together - their trips and holidays and obviously for their businesses. And then you have the entrepreneurs that would like to do their business privately68, nobody knows where they go, when they're coming and the deals that come back with a plane like this."Defense69 aircraft represent around half of this year's displays.
But for the average visitor looking for an aircraft of their own, the twin-engine DA62 by Austrian manufacturers Diamond Aircraft may be just the choice.
Martin Scherrer is the head of Flight Operations of the company. He says this all-composite, seven-seater is a perfect choice for private owners.
"This airplane is like an SUV in the air for private people, pilots, because it's very easy to fly and very easy to handle, while also using it for professional operations like air taxi operations or medical transport."It's not just planes on offer at the show.
If visitors are after something even smaller, then this Martin Jetpack may be just the answer.
Martin Jetpack claims this is the world's first practical jetpack and says it's targeted at first responder industries.
The company's CEO, Peter Coker, claims their high-flying creation solves problems that other vehicles cannot.
"We can land in areas where the top of buildings where they're full of aerials, we can actually - if the place is big enough - get in through windows actually directly into the building itself. So, if you think about the high-rise buildings, you may have a problem with fire or anything else - great possibility of rescuing people using the jetpack."The Dubai Airshow is seen as an increasingly important barometer70 of the state of the aviation industry and the rising roles of the big-spending Gulf71 carriers as they compete for routes and critical stopover traffic between Asia and Europe and to the Americas.
The Airshow runs from November 8th to 12th.

Tsinghua, University of Washington Launch Dual72 Program to Promote InnovationChina's Tsinghua University and the University of Washington in the US United States on Monday signed an agreement to launch a dual degree program through the co-established Global Innovation Exchange Institute.
The program is aimed to foster innovative73 talent.
For the first year, the program will enroll74 35 students from across the world. They are expected to start the study in the autumn of 2016 and major in interconnecting device engineering.
So far nine undergraduates majoring in electronic engineering, automation engineering, computer science and gas engineering from Tsinghua University have been admitted to the program.

Chinese Vessel76 Returns after Pacific ExpeditionChina's first self-designed deep-sea exploration vessel has returned to port in Guangdong Province on Tuesday. The Ocean No. 6 had spent nearly 200 days conducting deep-sea surveys over the Pacific.
The voyage covered nearly 60-thousand km.
The expedition made significant achievements in surveys of rare earth, cobalt-rich crusts and polymetallic nodules.
The vessel will also take part in a scientific expedition in Antarctica in 2016.
El Nino Leads to Food Insecurity in EthiopiaUN agencies and its partners have warned that the El Nino weather phenomenon has caused food and water shortages in Ethiopia.
UN Spokesman Stephane Dujarric said it has threatened Ethiopia's food security and put millions at risk of malnutrition78.
He said the number of people requiring emergency food assistance has increased to 8.2 million and the figure will continue to grow.
A humanitarian79 response is already underway.
In late October, East African countries said that they were crippled by financial constraints80 to mitigate81 the impact of El Nino.
The El-Nino weather phenomenon is set to strengthen over the coming months and persist into 2016.
Estimates of Refugee Costs Rise to 21.1 Bln Euros for 2015 AloneThe Ifo institute reported that it has upgraded its estimates of German government expenditure82 on refugees to nearly 23 billion U.S. dollars.
The figure includes accommodation, food, nursries, schools, German courses, training and administration.
It is assumed that 1.1 million people will flee to Germany by the end of the year.
Ifo analyst83 Gabriel Felbermayr reccomended that refugees should be able to work immediately and attend German language courses at the same time.

U.S. stocks closed mixed after wavering in a tight range Tuesday, as Wall Street digested U.S. import and export prices amid rate hike concerns.
At close,Both the Dow and the S&P 500 added 0.2 percent.
The Nasdaq was off 0.2 percent at close.
U.S. import prices declined half a percent in October, exceeding market consensus, while U.S. export prices also fell 0.2 percent in October.
Investors84 remained cautious as the possibility of a December rate hike increases following a strong jobs gain in October.
U.S. total nonfarm payroll85 employment increased by 271 thousand in October, the largest gain since December 2014.
The unemployment rate fell to 5 percent, the lowest since April 2008.
In corporate86 news, shares of Apple Inc. declined 3.2 percent Tuesday after Credit Suisse said the tech giant's supply-chain orders have weakened recently in Asia.

British benchmark FTSE 100 lost 0.3 percent, while Germany's DAX added 0.2 percent.
France's CAC 40 ended with slight gains.
Finally here in China, the benchmark Shanghai Composite Index snapped a four-day winning streak88 to end off 0.2 on Tuesday, as investors took profits off the table after the recent strong rally.
The smaller Shenzhen index gained 0.4 percent.
China Singles' Day 2015 Set to Surpass Last Year's RecordsChina's biggest annual online shopping festival, the Single's Day or Double Eleven, falls on today.
During the first 90 minutes of the shopping spree, nearly 32 billion yuan or some 5 billion U.S. dollars' worth of merchandise was settled via Alipay on Alibaba's Chinese and international retail89 marketplaces.
72% of the sales were settled via mobile platforms.
Alibaba also states it expects to see a peak of 120 thousand orders and 60 thousand payments per second.
On Monday evening, Chinese Premier Li Keqiang called Alibaba chairman Jack90 Ma to wish him luck for today's Single's Day online sales event.
The premier expressed his congratulation and encouragement for Alibaba's achievement on Single's Day.
For the seventh year in a row, Alibaba will again mark Single's Day with online sales.
Global accounting91 firm KPMG on Tuesday predicted online sales on the Singles' Day in China will reach new high due to rising popularity of online shopping among Chinese consumers.
China Mobile Internet Users Hit 875 MillionThe number of people in China using mobile Internet has surpassed 875 million, this according to a report released on Tuesday by the China Center for Information Industry Development.
China has the world's largest population of mobile Internet users.

The new "Binge On" service will include HBO, Netflix and ESPN among others.
Video will be streaming in slightly lower quality.
T-Mobile said the Binge On service starts Nov. 15 for new customers and Nov. 19 for all existing customers on monthly Simple Choice plans who pay for at least 3 GB of data per month.
