　　HAVANA, March 31 (Xinhua) -- Cuba is drafting a bill to standardize¹ the police conduct, including "professional, ethical² and humane³" treatment of suspects, state daily "Granma" reported Monday.

　　"We are working to institutionalize police functions and services," Gen. Leonardo Andollo, one of the drafters of the bill and deputy head of the congressional Standing⁴ Committee on Implementation⁵ and Development, was quoted as saying.

　　The move came after President Raul Castro presided over a meeting of the Council of Ministers on Friday discussing "the need for a law to ensure public order" and to "strengthen the authority, protection and legal support of the (police) forces," said the daily.

　　The bill requires officers to identify themselves prior to any police action, calling for "respect for the Constitution and laws, professional, ethical and humane treatment."
