Since 2012, the civil affairs bureau of Chang'an district of Xi'an has had a policy which only allows 10 to 15 divorces a day. The office claims this is aimed at deterring² what they call "impulse divorces."This little-known local rule became a hot topic nationwide last week after a divorcing couple failed to obtain a slot and complained to state media.

Are impulse divorces, or just perhaps divorces in general, a problem in China?
