The White House is playing down comments by Secretary of State Colin Powell on the need for international 1)monitors to observe steps in the Israeli-Palestinian peace process.
Officials say there has been no change in U.S. policy.
Mr. Powell's comments after a meeting with Yasser Arafat created a 2)stir in the Middle East. He appeared to be 3)endorsing Palestinian calls for international monitors, a move that Israel 4)opposes.
But White House spokesman Ari Fleischer says there is nothing new in what Colin Powell had to say. He denies Mr. Powell was endorsing the kind of monitoring force 5)envisioned by the Palestinian leader. "He [Arafat] has proposed a very specific international force, but that is not what the secretary said," according to the spokesman.
Mr. Fleischer says the idea of international monitors is mentioned in 6)existing agreements between Israel and the Palestinians. During a 7)session with reporters, the White House spokesman stressed the United States believes observers should only be 8)deployed with the 9)prior 10)consent of all parties involved. "What the Secretary said goes back to the Wye Accords. There has been no change in the United States' position," Mr. Fleischer said.
But Mr. Powell's words raised concerns in Israel. The Bush administration has twice helped Israel 11)block Palestinian efforts to win U.N. Security Council approval of an observer force. And a meeting Tuesday at the White House between President Bush and Israeli Prime Minister Ariel Sharon 12)highlighted differences between the two countries.
