3. An agreement between cell phone carriers and the FCC will allow companies to permanently disable a mobile device if it's reported stolen. Right now just the SIM card is disabled, that allows the phone to be put on the black market.
 
 
 
4. Officials in North Korea say all preparations for this week's satellite launch are done. The launch is planned as part of birthday commemorations for the late President Kim Il Sung.
