3. A lightning strike in Fort Carson, Colorado injured 12 soldiers, one critically. The Army says lightning struck as the soldiers were heading home from a training exercise to a shelter.
 
4. And a bill to cut the interest rates of new student loans is going to President Obama for his signature. The bipartisan measure ties the rates of Stafford loans to stock market performance.
