Is the president consider changes to survilance programmes? He is obviously close to the end of this review. Now the state has mutil-billion dollar surplus and the always-coucious Brown wants to increase spending. For years of (drowed, and cut backs and penslips for the teachers), we are finally being able to provide a substential amount of new money for all the schools of California. But Brown isn't getting too excited. He wants to use 11 billion dollars to pay off debt and passing a constitutional amendment forcing the state to save money for down years.
