This is AP news minute. 

1. While some parts of Louisiana are beginning to recover from devastating flooding, other areas are preparing for high waters. Louisiana's governor says 40,000 homes are damaged by the floods, which left at least eight dead. 

2. D.C police chief Cathy Lanier is stepping down to become the head of security for the NFL. Lanier is the first woman to lead the department and one of the nation's longest serving and most popular big city chiefs. 

3. Emergency responders converged a high-rise building where scaffolding was dangling in downtown Cincinnati Tuesday afternoon. Authorities say two workers were able to climb off the scaffolding and reach the lower roof area. Witnesses say it appears to be twenty-stories up. 

4. And a giant panda surprised zoo keepers at a Vienna zoo after it was revealed that she gave birth to an extra cub. The zoo has originally announced the birth of just one cub last week. But on Monday, said the mother Yang Yang actually brought twins.
