The European Council president says he'll recommend granting Britain a delay as it leaves the European Union. The United Kingdom wants to push "Brexit" back three months until January.

And the National Weather service: most of the rivers of western Washington stayed back below flood stage after heavy rains tapered off. Flood warnings were issued after some areas got up to a foot of rain in the past three weeks.
