The International Federation of Red Cross and Red Crescent Societies says the Aids epidemic in Southern Africa is so severe that it should be classified as a disaster. In its annual report on world disasters, the federation said much of the billions of dollars spent on fighting Aids worldwide was not reaching highly vulnerable groups such as sex workers and drug users. It also expressed concern that Aids relief work was often sidelined during periods of conflicts. But the Red Cross special representatives on HIV Aids doctor Mukesh Kapila cited Kenya as a good example of effective Aids policy.

After the violence in Kenya this year, the Kenya Red Cross was approached to ensure the continuity of care was maintained for people of HIV, and also condoms and the prevention messages were passed to people who were be displaced from their homes. And this was an example where preplanning, preparedness and integration of HIV prevention and care into normal disaster management went on to save additional lives.
