In today's podcast, regulators announce new restrictions for public accounts on instant-messaging apps like WeChat.

On August 7, the official Xinhua news agency released a set of "provisional regulations" for managing instant-messaging services.

8月7日,新华社刊登了对即时通讯服务的一系列“暂行条例”。

The rules target public accounts and prohibit such accounts from publishing or sharing political news unless the accountholder is a news organization, a non-news organization with an Internet news license, or has otherwise been approved by the instant messaging service provider.

这些规定针对的是公共账号,除非账号持有者是新闻组织、或是拥有网络新闻许可证的非新闻组织,或是其他通过即时通讯服务提供商证明的组织,否则将禁止出版或是发布政治新闻。

Service providers must also add annotations to account pages to identify public account that is authorisedto public political news.

服务提供商还必须在账户上增加释文,并能够识别此公共账号已经得到了发表政治新闻的权限。

The new regulations also require that users signing up for public accounts for the first time must providetheir real name and agree to abide by the "seven bottom lines," namely "laws and regulations, the socialist system, national interests, the legitimate rights and interests of citizens, public order, social morality," and authenticity of information.

新法规还要求首次登陆公共账号的用户要提供真实姓名,并同意遵守“七条底线”,包括法律法规、社会主义制度、国家利益、公民的合法权益、公共秩序、社会道德以及信息的真实性。”
