Australia Urges Japan to Help More in East Timor Peacekeeping

Australian Foreign Minister Alexander Downer is urging Japan to participate in peacekeeping operations in East Timor and elsewhere in the region. Mr. Downer made the comments during a two-day visit to Japan.
Australia wants Japan to take on a larger role in regional peacekeeping, 1)echoing a U.S. call for Japan to expand its military role in Asia.
Australia's Foreign Minister Alexander Downer made that point very clear during his visit to Japan this week. "It is important that the weight of Japan is understood," he said. "It is the world's second largest economy and a country of 110 million people. It obviously does carry great weight. And I think that there are ways in which Japan can make a 2)contribution to the 3)stability and peace of the region and beyond through developing peacekeeping capabilities."
For Japan to take on greater peacekeeping 4)responsibilities, it would have to rewrite its Constitution, which was written by U.S. occupation forces after World War II. The document bars Japan from having a military and 5)waging war. The country does maintain Self-Defense Forces, which are limited to domestic protection.
While Australia and the United States have 6)signaled they want Japan to expand its military role, China and Korea - which suffered under Japan's militarist World War Two government - deeply oppose such a move.
But Foreign Minister Downer stressed Japan's neighbors would have little to fear, saying there is a world of difference between a country being 7)militaristic and a country participating in peacekeeping operations.
Mr. Downer told Japanese Foreign Minister Makiko Tanaka that he would particularly like to see Japan involved in peacekeeping operations in East Timor, in addition to providing 8)financial support. He told her that international efforts are necessary to maintain stability, even after East Timor gains full independence. The former Indonesian 9)territory is currently under a 10)transitional administration 11)overseen by the United Nations.
Mr. Downer is stopping off in South Korea and Hong Kong before returning to Australia.
