President Bush, on a week-long European tour, flies to Gothenberg, Sweden Thursday to attend his first European Union summit. The President is expected to try to 1)allay European concerns over his decision to 2)abandon the Kyoto Treaty limiting greenhouse gas 3)emissions by 4)outlining his own proposals to fight global warming.
The President opposes the 1997 pact on grounds it 5)exempts developing countries and would harm the U.S. economy.
European allies are also 6)incensed that Mr. Bush is seeking a 7)probe of whether a 8)surge of steel imports has hurt the U.S. steel industry and whether 9)sanctions should be imposed. The European Union sees the move as 10)protectionist, and has warned of retaliatory action if steel imports are restricted.
Mr. Bush has argued his request for a U.S. International Trade Commission investigation is allowed under global trading rules.
The EU summit comes a day after Mr. Bush defended his 11)controversial plan to build a missile defense system during a meeting with NATO leaders in Brussels.
