07 布什总统推进其环保政策

Bush Promotes Environment Policy
Deborah Tate
White House
4 Jun 2001 18:32 UTC

President Bush Monday visited 1)Everglades National Park in Florida to 2)underscore his commitment to improving the 3)fragile 4)wetlands. It was Mr. Bush's second environmental event in less than a week, aimed at defending his policies from critics.
In the wake of public opinion 5)polls showing that most Americans question Mr. Bush's commitment to environmental protection, the President visited the Everglades to announce an increase in funding for the park's 6)restoration project.
He said his proposed 7)budget for next year includes $219 million to improve the Everglades. That is $58 million more than this year.
The park is undergoing a 35 year, $8 billion restoration project to improve water quality, 8)storage and flow into the region.
Over the past four decades, the U.S. Army Corps1 of Engineers at Congress' request has been 9)siphoning water out of the Everglades to build canals and increase agricultural and urban development. The effort has resulted in the loss of some 10)indigenous plants and animals.
While underscoring his commitment to protecting the hundreds of hectares of 11)swampland and 12)estuaries of the Everglades, Mr. Bush said the effort does not have to come at the expense of economic development.
"Growth and progress are 13)desirable, and environmental destruction is not inevitable2. We must build and plan with respect for nature's prior claims," President Bush said. "Lost if we are careless are the 14)sparrows and wading3 birds, panthers and bears who live here, and the chance for future generations to see these creatures in the place that nature gave them. We must meet the demands of growth, but without harming the very things that give Florida everglades their beauty."
U.S. Senator Bob Graham, a Florida Democrat4, welcomed Mr. Bush's comments. But outside the park, several dozen demonstrators protested the President's environmental policies and said his announcement did not go far enough.
Mr. Bush has come under criticism from Democrats5 and 15)conservation groups for his decision to abandon the Kyoto Treaty on climate change, as well as his plans to open Alaska's Arctic National Wildlife Refuge to oil 16)drilling and reverse a campaign pledge to reduce 17)carbon dioxide 18)emissions from 19)power plants.
The President began a series of high-profile appearances to improve his image on the environment last week, with a stop in California's Sequoia6 National Park. There he announced an initiative to improve the maintenance 20)backlog at U.S. national parks.
