　　The creation of a strategic emerging industries board on the Shanghai Stock Exchange, which is intended to bring back overseas-listed Chinese high-growth and innovative¹ companies, will have to wait for the revision of the Securities Law, said an expert on stock financing.

　　一名股票融资专家表示，上海证券交易所设立战略新兴产业板的宗旨是让海外上市的高速发展的创新企业回到中国，而设立战略新兴产业板需要先修改证券法。

　　"战略新兴产业板"可以用strategic emerging industries board表示。战略新兴产业板定位于规模稍大、已越过成长期、相对成熟的企业，与主板(main board)、创业板(startup board / the ChiNext)形成衔接，同时也有适度交叉。

　　证券法修改预计于11月完成。此前，公司上市要求连续三年盈利。严格的上市要求(strict listing requirements)和繁琐程序(red tape)导致中国许多高科技企业，尤其是互联网企业赴海外上市(list on overseas capital markets)。通常来讲，中国互联网初创公司(Internet startups) 的盈利状况很难达到在国内上市的要求，因此，美国纳斯达克是此类企业的上市重要平台。而目前，由于国外市场不景气，很多海外上市的中企(overseas-listed Chinese companies)希望回到国内资本市场(domestic capital market)。
