The European Union finalized¹ plans to preserve the existing legal regime for asylum-seekers by fining countries $290,000 for each refugee they refuse to accept from their allotted² quotas³. Member states and the European Parliament will have to agree to the proposal. Initial EU plans to resettle 160,000 migrants have proved almost wholly fruitless.
