The European Union finalized plans to preserve the existing legal regime for asylum-seekers by fining countries $290,000 for each refugee they refuse to accept from their allotted quotas. Member states and the European Parliament will have to agree to the proposal. Initial EU plans to resettle 160,000 migrants have proved almost wholly fruitless.
