The newly created Sansha city in the South China Sea issued its first identity cards and residence permits on Wednesday.

　　10 people were given IDs and another 68 received resident permits. They will qualify for social insurance, employment and support for starting businesses, medical treatment and education. They will also have the first refusal on ferry tickets.

　　10人拿到了身份证，还有68人收到了居住许可证。他们将有资格享受社会保险，就业机会，创业支持，医疗保障和接受教育。他们还将拥有优先购买船票的权利。

　　The local government has published a series of plans for the city’s administration and development. China officially set up the city of Sansha on the small Yongxing Island last July. It’s administered by Hainan province.
