Chinese President Xi Jinping says China and Equatorial Guinea can deepen cooperation within the framework of the Belt and Road Initiative and the Forum on China-Africa Cooperation.

He says this will help advancing bilateral relations to a new level.

He made the remarks in an exchange of congratulatory messages with the President of Equatorial Guinea to mark the 50th anniversary of the establishment of diplomatic relations between the two countries.

Chinese authorities say the recovery of the country's economy will help restore the world economy.

The statement follows the release of the latest IMF report.

It predicts that the global economy will contract 4.4 percent this year, but the Chinese economy will grow 1.9 percent.

Foreign Ministry spokesperson Zhao Lijian says China remains committed to reform and opening-up.

"China will continue to enhance opening-up in an all-round way and promote a new development pattern of dual circulation in which the domestic circulation is the mainstay and the domestic and international circulations reinforce each other."

He adds that China is??? willing to work with other countries to build an open world economy and strengthen policy coordination.

Over 8.8 million people have been sampled for nucleic acid testing in Qingdao as part of the city's COVID-19 testing campaign.

Over 5.4 million of the collected samples have been tested so far and no new positive samples have been detected.

Qingdao has a population of more than 11 million. The city has vowed to complete city-wide nucleic acid testing within five days starting from Monday.

Beijing is requiring that travelers from overseas take three nucleic acid tests when heading to the Chinese capital.

Travelers from overseas arriving in Beijing must take a first test and present their certificate with a negative result within five days of boarding their flight; they must then conduct a health declaration and take a second test at customs.

Finally, they must take a third test after completing quarantine in China.

Since Beijing resumed direct international flights in early September, the city has opened 34 hotels for concentrated medical observation and quarantine.

Officials say more than 94 hundred people have used the quarantine sites, and over 29 hundred of them are still under medical observation.

Governor Andrew Cuomo says the COVID-19 positive rate in New York state's "Red Zone" areas has surpassed 6 percent.

This is the first time in days that the rate has topped 6 percent. It used to hover around 5 percent.

The statewide positivity rate excluding the "Red Zones" was 0.95 percent on Tuesday, compared with 1.2 percent a day earlier.

The governor has also said blood supplies are critically low because of the pandemic and called on people to donate blood.

Johns Hopkins University says that U.S. coronavirus deaths have topped 216 thousand, with over 7.8 million infections. New York remains one of the worst-hit states in the country.

Northern Ireland has introduced the tightest COVID-19 restrictions in the United Kingdom.

The move came as England's new three-tiered system of restrictions took effect, with the northwestern city of Liverpool facing the most severe measures.

The restrictions in Northern Ireland include a two-week closure for schools and a four-week shutdown of pubs and restaurants, except for takeaway orders.

Northern Ireland First Minister Arlene Foster says this is "the time for solutions."

"But the numbers have continued to rise. The doubling in rate is of grave concern and hospitalisations are on the increase. This is deeply troubling and more steps are now urgently needed."

The United Kingdom has reported over 654 thousand COVID-19 infections so far.

President Vladimir Putin has announced that a second Russian coronavirus vaccine has been registered.

One hundred volunteers took part in a clinical trial.

The announcement comes two months after Russia registered the world's first vaccine against COVID-19.
