2020年CRI 普京称赞中俄关系 《出口管制法》12月起施行（在线收听）

President Xi Jinping says China's overall strength has entered a new stage after its development over the past five years.

He made the remarks when presiding over a meeting to hear a report on the implementation of the 13th Five-Year Plan which started in 2016.

Xi Jinping says all targets and tasks set in the plan will be accomplished, while major projects have all been carried out.

He says improvements have been seen in economic performance, rural modernization and poverty relief.

The opening up has been expanded, while the environment and people's living conditions have also become better.

The meeting calls for further attention to the upcoming 14th Five-Year Plan starting next year.

It says efforts should be made to nurture a new development pattern that takes the domestic market as the mainstay while letting domestic and foreign markets boost each other.

China is urging the United States to stop unreasonable restrictions on Chinese media, after the U.S. labeled another six Chinese media outlets as "foreign missions."

Foreign Ministry spokesperson Zhao Lijian says the U.S. move is political.

"In recent years, the U.S. government has imposed unreasonable restrictions on and deliberately made difficulties for the normal news reporting activities of Chinese news organizations and personnel in the U.S. The U.S. government has continuously escalated discrimination and political repression against Chinese media."

It also brings the total number of media outlets affected to 15.

Zhao says China will make a proper and necessary response to the action.

Russian President Vladimir Putin has praised Russia-China relations and expressed readiness to deepen bilateral cooperation.

Putin made the remarks at the 17th annual meeting of the Valdai Discussion Club, a Russian think tank.

Putin hailed Russia-China cooperation in aviation, energy and trade.

The Chinese government says it will improve its list of specific items to be restricted or prohibited from being exported.

The work will be done based on a new law on export control passed by the top legislature, and which will go into effect on December 1st.

Commerce Ministry spokesperson Gao Feng says the law will help China better fulfill international obligations and safeguard national security and interests.

"The export control law has clear provisions for the scope, system and measures of export controls as well as for strengthening international cooperation. We will improve and release the export-control list in due course in accordance with the law."

China has had export control legislation since 2017.

The law says that China may take countermeasures against countries or regions that misuse export control measures and pose a threat to China's national security and interests.

The British Prime Minister says that wait times for COVID-19 testing need to improve.

But Boris Johnson also stresses that the achievements of the testing operation overall have been colossal.

"About NHS test and trace, look, I, you know, I share people's frustrations and I understand totally why we do need to see faster turnaround times and we do need to, do need to improve it."

The government has implemented a three-tiered, regional strategy to control the pandemic, avoiding imposing a nationwide lockdown.

Republicans in the U.S. Senate Judiciary Committee have voted to advance the nomination of Judge Amy Coney Barrett to the Supreme Court.

The result of the hearing greenlighted a full Senate vote scheduled for Monday in which the Republicans have enough votes to confirm the nominee picked by President Donald Trump.

Barrett will succeed late Justice Ruth Ginsburg if she's confirmed.

中国敦促美国停止对中国媒体的无理限制，此前，美国将另外六家中国媒体机构列为“外国使团”。

外交部发言人赵立坚表示，美国此举具有政治目的。

“近年来，美国政府对中国媒体驻美机构和人员的正常新闻报道活动无端设限，无理刁难，不断升级对中国媒体的歧视和政治打压。”

这也使受影响的媒体总数达到15家。

赵立坚表示，中国将对此作出正当、必要的反应。

俄罗斯总统弗拉基米尔·普京赞扬中俄关系，表示愿深化双边合作。

普京在俄罗斯智库瓦尔代国际辩论俱乐部第17届年会上发表了上述讲话。

普京赞扬了俄罗斯和中国在航空、能源和贸易方面的合作。

中国政府表示，将完善具体物项出口管制清单。

完善工作将以最高立法机关通过的一项新的出口控制法律为基础，该法将于12月1日生效。

商务部发言人高峰表示，这部法律将有助于中国更好地履行国际义务，维护国家安全和利益。

“《出口管制法》对出口管制范围、管制制度、管制措施以及加强国际合作等都作出了明确规定。商务部将根据法律规定，进一步完善并适时发布管制清单。”

自2017年开始，中国就启动了出口管制法的相关立法工作。

《出口管制法》规定，对任何国家或地区滥用出口管制措施危害中国国家安全和利益，中国可根据实际情况对其对等采取措施。

英国首相表示，新冠肺炎检测的等待时间需要改进。

但鲍里斯·约翰逊同时强调，检测工作的总体成就是巨大的。

“关于英国国家医疗服务体系（简称NHS）的检测及追踪，我和其他人一样都感到沮丧，我完全理解为什么我们需要更快的周转时间，我们确实需要对此进行改进。”

听证会结果使定于周一举行的参议院全体投票得以进行，届时共和党人将有足够的票数确认唐纳德·特朗普总统提名的候选人。

如果得到确认，巴雷特将接替已故大法官鲁斯·金斯伯格。
