Britain's Ministry of Defense last week announced the accidental killing of 4 civilians as a result of an air strike by British forces operating in Afghanistan. While reports of civilian deaths are on the rise in Afghanistan, those attributable to aerial bombardment from U.S. and coalition forces have actually been on the decline in recent months. VOA's George Dwyer reports a former U.S. Defense Department munitions expert - a man who now works as a human rights advocate for Human Rights Watch - recently discussed his findings on how changes in military tactics by both the U.S. and the Taliban have affected civilians in Afghanistan.  Jim Bertel narrates.
