Indonesia has been plunged² into a 1)constitutional 2)crisis as embattled President Abdurrahman Wahid has issued a 3)decree 4)suspending parliament. However, the decree does not have the backing of the nation's security forces and parliament is pressing ahead with its plans to 5)impeach the president.
Desperately³ trying to stave off impeachment, President Wahid issued his decree just after 1:00 a.m. local time Monday. But the move backfired, only serving to further anger parliament and speed up his seemingly 6)inevitable impeachment.
The move was a declaration of a state of emergency in all but name, as it suspends parliament. But it amounted to a toothless declaration, as security forces indicated they would not enforce it.
Peoples' Consultative Assembly session The Monday meeting of the upper house of Indonesia's parliament, the Peoples' Consultative Assembly, or MPR was the target of Mr. Wahid's suspension decree. It is now set for what is expected to be an 7)accelerated impeachment. Mr. Wahid could be out of office by Monday afternoon and replaced by the Vice-President, Megawati Sukarnoputri.
Cabinet Secretary Marzuki Darusman resigned over the decree, as did Security Minister Agum Gumelar, and there are reports that six ministers also 8)quit. In a telephone interview, Mr. Darusman told VOA that he and other top advisors⁴ tried to talk Mr. Wahid out of the action. But, Mr. Darusman says, the president would not be dissuaded⁵. "His response was that there no sign of any further possibility of a 9)compromise, and therefore make that decision to issue a decree that led to the 10)disbandment of parliament," Mr. Darusman explained.
Parliament and the president have been on a 11)collision course for nearly a year. Mr. Wahid's erratic⁶ style of governance and his failure to tackle urgent problems, such as the sagging⁷ economy and separatist violence, 12)eroded his support during his nearly 21 months in office.
Mr. Wahid claims to still command support from much of the 13)populace. But Mr. Darusman notes that he no longer has the backing of Indonesia's armed forces, which play a political role as well as a military one. "Well, he says that he enjoys support among a wide section of the public. But the more important support would be primarily from the armed forces, which he I think he lacks at this point. And therefore the question is, to what extent is this an effective policy?" says Mr. Darusman.
Should Mr. Wahid be removed, Vice-President Megawati Sukarnoputri - daughter of the late president Sukarno - will serve out the remainder of Mr. Wahid's term, which runs until 2004.
