A growing number of countries in Europe are 1)adopting laws making it possible for them to prosecute1 foreigners for 2)alleged2 war crimes. The new laws have prompted Israel to prepare a list of countries where its political and military leaders may be 3)vulnerable to legal challenges under war crimes laws.
Israel's foreign ministry3 is compiling a list, that has yet to be released, of countries that have approved laws 4)enabling them to try foreign citizens for actions 5)committed in foreign countries.
In an interview with VOA, foreign ministry spokesman Emmanuel Nahshon refused to comment on reports that Israel is 6)scrutinizing foreign laws following questions from retired4 Israeli security officials about whether they could be arrested abroad. Mr. Nahshon would only say that the official reason for the list is to, quote "prevent the politicization of the international judicial5 system."
The foreign ministry's research 7)coincides with legal action in Belgium against Israel's prime Minister, Ariel Sharon. Belgian law allows the 8)prosecution of foreigners for war crimes, and several 9)attorneys in Brussels have filed a complaint against Mr. Sharon for his alleged role in the 1982 massacre6 of hundreds of Palestinian refugees in Lebanon. The 10)refugees were killed by Christian7 militia8 forces allied9 with the Israeli army. Mr. Sharon was defense10 minister at the time.
The Belgian courts have yet to decide whether the case will proceed, but Israel's army radio is reporting that Mr. Sharon has hired a Belgian attorney.
Speaking on Israel Radio, Mr. Sharon made a 11)veiled reference to the case, saying there was "an attempt to harm Israel and the Jewish people, and there is activity to stop this danger."
Meanwhile, Israel's president, Moshe Katsav, has 12)lashed out at Denmark, after lawmakers there threatened to file a complaint against the new Israeli 13)ambassador to that country. Israel has named a former chief of the security service, Carmi Gilon, as ambassador to Copenhagen. In a recent interview, Mr. Gilon admitted to authorizing11 the 14)torture of Arabs during questioning.
Denmark's Justice Minister said on Wednesday that Mr. Gilon has diplomatic immunity12, and will not be arrested.
