French President Jacques Chirac has met with Russian President Vladimir Putin in Moscow. The two leaders discussed the U.S. proposal to build a national 1)missile defense shield.
After a day of relaxation in St. Petersburg, French President Chirac and Russian President Putin 2)got down to business on Monday during a meeting in Moscow.
Mr. Putin 3)hailed his country's ties with France, and said that political and economic relations between Russia and France are reaching their 4)peak now.
The main discussion topic for their meeting was a proposal by the United States to build a national missile defense shield, an idea that is not popular in either France or Russia.
During a news conference after their meeting, both presidents discussed proposed changes by the U.S. to the 1972 Anti-Ballistic Missile Treaty. The 5)treaty bans defensive weapons systems such as the national missile defense shield, which the United States is proposing. Russian considers the treaty the foundation for arms control. President Putin told the news conference that Russia might be willing to reduce its 6)nuclear arms.
Mr. Putin said Russia is willing to cut its nuclear 7)arsenal down to 1,500 8)warheads and possibly less but that this would depend on keeping the ABM treaty 9)intact.
The French and Russian leaders issued a statement on Monday, in which they said they both supported maintaining the ABM treaty. France has also criticized the U.S. plan to build a national missile defense shield.
The official meeting on Monday follows a more relaxed day in the northern city of St. Petersburg. The French president flew into St. Petersburg on Sunday, where he and Mr. Putin went fishing at a local restaurant which allows 10)patrons to catch their own fish. The Russian president turned out to be the better fisherman, catching a much bigger fish than his French 11)counterpart and on the first try. They later went for a walk along the Neva River and drank beer at a local pub.
On Tuesday, Mr. Chirac plans to visit former president Boris Yeltsin and then visit an 12)aerospace firm in the city of Samara, on the Volga River.
